The adoption would have gone through---they were already pretty involved with it when 16&P started filming.  I honestly think if it hadn't been for the show, Catelynn and Tyler would have a much closer relationship to the adoptive parents.  I think they would have broken up, Tyler might have done something successful work-related (maybe military? he was interested in the Air Force at one point).  Cate, I don't think would have done anything though.  She does not seem very bright, and has even fewer role models than Tyler does.  I think she would have gotten pregnant by someone else, maybe a few times over by now.
