Yes, the parents were wrong just to assume that rules will be bent for them, wherever there is discretion, but a principal who has the discretion to allow these children to enroll in kindergarten, but is refusing to do so just to prove a point is doing a real disservice to these children. Making children skip kindergarten entirely because their parents didn’t enroll them in a timely manner is detrimental to the children’s scholastic progress. No principal would do this if their students’ best interests was their top priority. It’s nakedly punitive.[/quote]

These kids should go to first.   They have no special needs and no good reason to hold back.  Parents have all summer to prepare them.
