The issue was that later the US passed the Chinese Exclusion Act, but at the time of Wong's birth he was born on US soil to two immigrant parents who were here legally. So isn't the precedent already there to support the EO, assuming it is narrowly construed to only apply to children born here to parents who were here illegally? [/quote]
