Yes, it is the perfect spot for a pool. She listened to her constituents who wanted an outdoor pool in the Ward. She got the money for it. At that point, her job was supposed to be done. She took her sweet-ass time to notice a massively flawed project in her ward. There are literally zero other similarly sized projects in ward 3.
