Agree completely.  The last time we took our kids to the Inner Harbor, I was approached by a clearly strung out woman - with a toddler in a stroller.  She asked me for money and I said ok, but to please buy her child something to eat.  I’m sure she did not use the money to buy food.  Very, very sad.[/quote]
