[/quote] Yes, it would have been unavoidable if 1) the GOP Congress passed a budget for October 1 which is their job, 2) Re-funded CHIP, which they could have done any time since it expired at the end of September, which was their job, 3) Passed a clean DACA, which they could have done the day after Trump signed the EO ending DACA on March 1. However, since the GOP spent its time and political capital on a wholly unpopular tax bill with promises to do some or all of the above, they created this mess. It was exacerbated by a President who has moved and then eliminated the goal posts towards a deal. As it is, there is a veto-proof majority who are in favor of 1) funding the government, 2) authorizing DACA and 3) fully funding CHIP. So why won't Ryan and McConnell bring those bills forward? THAT is the problem.[/quote]
