This has been the case for a number of years, teams are up and down, although some squads do a better job of staying up than others (thanks to rec, travel and even coaching), while others do a good job of staying down. Your point is correct, but Chantilly has won a state title in the past and Marshall has had some decent teams. State Titles in the last 30 years...
