This isn't actually true. Read the 13th Amendment:

[i]Neither slavery nor involuntary servitude, [b]except as a punishment for crime whereof the party shall have been duly convicted[/b], shall exist within the United States, or any place subject to their jurisdiction.[/i]

Southern Republicans will definitely go for this under the thinnest veneer of legalism and due process.[/quote]
