Superintendent Smith even said so when we were on the brink of the shutdown a few months ago. That decision is made by the county health officer (unless the state shuts down schools state-wide). Now, if the health officer makes no decision, MCPS can still choose to close. It's also why the county health officer can shut down a restaurant or shop if there's a health concern. They have broad authority over public places. I'm not referring to snow days -- that's only an MCPS decision -- but a shutdown for health concerns. Elrich, through the county health officer, absolutely can shut down MCPS and the schools must follow it. Just like they can shut down a restaurant or a store.[/quote]
