Purely on the county level: Will MCPS open if the county health officer strongly wants them closed? Unlikely. Will the county health officer close MCPS if MCPS strongly wants to open? Also unlikely. Realistically, it's going to be a consensus decision at both county and state.

Wrong. Superintendent Smith even said so when we were on the brink of the shutdown a few months ago. That decision is made by the county health officer (unless the state shuts down schools state-wide). Now, if the health officer makes no decision, MCPS can still choose to close.

It's also why the county health officer can shut down a restaurant or shop if there's a health concern. They have broad authority over public places.

I'm not referring to snow days -- that's only an MCPS decision -- but a shutdown for health concerns. Elrich, through the county health officer, absolutely can shut down MCPS and the schools must follow it. Just like they can shut down a restaurant or a store.[/quote]
