The prefrontal cortex is not finished developing until around that age. Honestly there are several things we probably shouldn’t be allowed to do until we have better decision making abilities, such as driving. But we’ll never make this change as it would be too disruptive for society. Instead we’ll use backwards logic and say that kids should be able to buy guns because they are allowed to drive, vote, serve in the military, etc. [/quote]
