The request comes to NSA, one of a dozen or so senior officials with the authority makes a decision about the justification for release, says yes/no and if yes, then it is "unmasked." What she’s describing in this interview is the rationale, which is legit. - someone who has been one of the senior officials with that authority, and a lifelong Republican[/quote]
