No one except the DCI founders would truly know the answer to this, but there is a sense that if a mutli-LEA feeder was going to be approved it needed to include [b]all[/b] dual language schools at the time (Sela didn't quite exist yet).

Setting up barriers to entry -- such as preference for feeder school students over anyone who wants to come at 6th grade -- was a political hurdle for the founders to get past with DCPCSB. And perhaps one that probably would have been insurmountable had just one dual language school been included.
