Only by selecting for their students (and counseling out the hardest cases back to DCPS). The power of charters is they make the public-side more accountable.

The general consensus among the charter intelligentsia is that charters should sit at 40% of students in DC - and no more - or else they themselves would have to be more accountable (in terms of accounting or the $'s, neighborhood preference, etc.)[/quote]
