And you know this how?  Are you basing this on your preconceived biases?  The kid kicked out of my kid's charter lived in MOCO, and the he was not Black.  Free PK3-4, is free whether you live in Hyattsville, Silver Spring, Rockville, Bowie, Springfield, or Alexandria, especially if you're driving into the city for work. [/quote]
