The problem with putting IB last is that if you get into ANY school above it, you will be dropped from the IB waitlist, so your chance of going to the IB school will be zero. There is no game here folks, put the schools in the order of your preference. If you want an IB school or OOB or charter "safety" that you want to put as 11 or 12 to keep something possible, that's fine.
