She was going there to take him off life support because she 1)loves him and... 2)it is what he would have wanted.

The bright light was his soul leaving his body - that was my first and only thought really.

She will decide to take Saul up on his offer to run her own organization in Germany, marry Otto and together they will create their own "CIA-like" private organization.

But Quinn wasn't on life support.  He was in a coma, but breathing unassisted.  There was no plug for Carrie to pull to kill him.  To kill him she was going to have to smother him.  Which is exactly what I think she was about to do when she was distracted by the bright light.  Was that Quinn dying naturally at that very moment?  Did the light prompt Carrie to smother him as planned?  Did it stop her from doing it?  We have no way of knowing.  We'll just have to wait for Season 6![/quote]
