What happens when someone tries to put a stop to these harmless pranks? Barracks Row and the surrounding blocks have become ground zero for a significant amount of street crime in recent weeks, including armed robberies, muggings, purse snatchings, brazen bicycle thefts, etc. MPD 1D seems ill-equipped to do much of anything, such as apprehending teenage thieves, because they can't be bothered to do basic community policing like foot patrols in the area.
