Yes.  I might quibble with some of your choices, but yeah.  Add to the list Little Serow, Kapnos, G Sandwich, Red Hen, dozens of little taco places across the city, Korean in Annandale, etc., the DC area has some outstanding food.  Are all restaurants great?  No, of course not.  But there are plenty that are exceptional.

When people complain in the abstract that DC food is "bland" and then don't name the restaurant, there's really no point in arguing with them, since they likely are taking about Chef Geoff's or some other bland midwestern shopping mall refugee. Sure, Komi is good.  But the quality of average food here is way below average, if that makes sense.  In Philly I can go get an amazing sandwich at a random bar. In NYC I can get a yummy bagel or Chinese food pretty much anywhere.  In DC -- good luck with takeout!  DC is nowhere close to a food city.
