Yes, as compensation for the protection by the Muslims in control against outsiders that may war against the state. It's not enough to be able to spout off various Islamic laws. You kind of need to understand why they are in existence too. [/quote]

Also, it's only Islamic law under a caliphate, not just randomly (like how it is in this day and age). And it's only applied to males that are adults because it excuses them from fighting against invasions and attacks. They are the responsibility of the caliph. And Muslims are also taxed 2.5% without any excuses. [/quote]

Apparently jizya (on non-Muslims) was often double zakat (on Muslims) (http://en.wikipedia.org/wiki/Jizya). It's often described, as PP above described it, as protection money, allowing non-Muslims to practice their faiths without interference. It's mandated by the Quran.

Fight those who believe not in Allah nor the Last Day, nor hold that forbidden which hath been forbidden by Allah and His Messenger, nor acknowledge the religion of Truth, (even if they are) of the People of the Book, until they pay the jizya with willing submission, and feel themselves subdued.
