It's a poverty issue. Kids coming from certain backgrounds have multitudes of problems that most parents don't want their kids exposed to. This has nothing to do with race. Shepherd is a great example. The school is not a Title I school, and has a population that is over 80% black. The test scores are excellent, and it is a great option for all families. The vast majority of parents I've met would love for their kids to go to Shepherd.[/quote]
