Because the Cluster leadership and Central Office are opposed, repeatedly taking the position that there simply isn't enough room at SH. Nevertheless, DCPS was able to fimd room to add JO Wilson and Ludlow-Taylor as part of the Ward 6 Middle School Planning Initiative back in 2010. Brent parents were cautiously optimistic that DCPS could build a rigorous academic program with a Chinese language instruction component as part of the relaunch of Jefferson, but we can see what happened. http://dcps.dc.gov/DCPS/Files/downloads/COMMUNITY/Ward%206/DCPS-Ward-6-Comprehensive-Feedback-Summary.pdf In the end, Rhee and Henderson tried to throw Brent a bone by offering a dual-feed to Eliot- Hime so that Bret parents could coalesce with Maury parents. . Additionally, in the absence of a middle school promoted as the second best in the City, Watkins no longer has an OOB constituency to fill its classrooms. Maybe this wouldn't be a bad thing if DCPS could convert Watkins to a middle school and then convert Stuart-Hobson to an elementary incorporating Peabody. The latter could then be home to a charter. Too radical? Perhaps.
PP, you have very good ideas and have evidently thought a lot about this. I have to question whether the Cluster PTA leadership actually represents the interests of those IB to the "Cluster," as the Cluster leadership lives OOB to the Cluster and shuns their Title 1 school L-T for some bizarre reason. The Cluster is so heavily OOB, it's become a case of the outside running the inside, a/k/a ass-backwards. There is no longer any representation of the IB population. I wouldn't mind so much if the Cluster were a magnet school for advanced learners, but it's not at all.
The current and previous Cluster PTA President both are IB and send their daughters to the schools, so I don't know what you are talking about. Now, why Clemens and DCPS have screwed this up so totally, I don't know, but the PTA isn't the group of OOB parents it used to be 10 years ago.
