No one was starving before these programs were instituted, even at the height of the depression we were able to take care of kids without feeding them in school. It's presumptuous to assume that the people who make use of the free-breakfast problem in the schools find it useful?

Also, school food programs go back to the turn of the 20th century, and there were school-lunch programs during the Depression.
