At least in elementary school, the OOB parents that are DC residents tend to be real friendly, just like everyone else, while the potential cheaters are standoffish and elusive -- drop off and run, quick! Everyone sees the MD plates. After elementary school, the parents tend to know one another less, but it's still going to be difficult for a cheater's child to be close with a D.C. resident.[/quote]
