Handicapped stalls are not like parking spots. How long do you spend in the bathroom, compared to a parking spot? 1-4 min vs multiple hours. If I am waiting, and a handicapped person comes in, and the next stall open is Handicapped, I let them use it. But, if I go in, and there is no one there, I can use any stall I want. Just like, I can sit in the handicap seating on metro -- until someone who needs it comes in.
So when someone comes into the bathroom that needs the handicap stall, knocks on your door, you would immediately get up and let them have it? Far as time spent on toilet, much depends on the person and if there going #1 or #2. Some will only be a few minutes as you said. Others, especially if they are constipated, could be 15 minutes+.
Are you for real? Where does it say handicapped stalls are to be immediately accessible, 24/7? Do people in wheelchairs never wait?
