Another big issue was that the building had a city contract to provide housing for people with mental disabilities. Of course, none of the residents (to my knowledge) had a problem with these folks living there, however they do hang out in the hallway and lounge areas and often make noise. For the first several months of our time there, I was kept awake due to my direct neighbor's loud, screaming outbursts at all hours of the night. Though it probably wouldn't have changed my decision to move in, the management should have disclosed this contract to us from the beginning.  Not doing so speaks to a lack of regard for their residents / potential residents.
