"Higher proportion" does not necessarily equal actual "large numbers", but proportion matters. I will see if I can share a work document that came my way (I don't work for the school system but I do work for the government), I'm not sure how "internal" it is, but it has an analysis of student enrollment by wards for 2011-2012. I also know a bit about some of the charter schools that do prioritize recruiting, so it's pretty clear that there is a correlation. I'll upload and link to the doc if I find out I can.[/quote]
