I have worked in a school in which there was not a universal breakfast program, but a significant FARMs population. Very few of the students came to the cafeteria and ate breakfast, even though they came to the cafeteria before school to wait to go to their classes. So breakfast was there, but they didn't go get in line and get it. Additionally, the kids who did go get breakfast would often end up coming to class late because they were in the cafeteria still eating. Offering it to all students--when the percentage of eligible kids is high enough--means it can be given in the classroom, so kids can do morning work while eating, and they will actually eat breakfast.
