I think you’re completely missing the most important point in all of this, OP. It’s not that the rules got changed on you. It’s that someone in your company, likely at a higher level than your boss, doesn’t like you. Your boss didn’t come to you to share gossip from your peers. He came to you because his boss is not happy with you, and that’s the real issue if you value your job. So stop worrying about a petty rule change and start thinking about the perception of your work and value to others.
I don't know about OP's situation but I am someone who has gotten petty complaints kind of like this. Per my performance reviews and the pace of my promotions, I am a top performer. However, I am not the demographic people expect in my line of work. I have realized I do need to be prickly otherwise people will walk all over me. I absolutely question these complaints and when the issue comes back again, I ensure I follow the fake "rule" that was created because someone who doesn't supervise me and isn't familiar with my work is uncomfortable with someone who looks like me being in my role. At a certain point, it becomes an issue because that "rule" made no sense and my boss sheepishly admits it was dumb. If there are actual performance issues, I assure you that this is not an appropriate or effective way to address them.
