Generally they get bigger / more elaborate each year, i.e. the arrangement for a senior is much bigger than for a sophomore, some insanely so (google 'massive Texas Mum'). I swear some are so big they are as big as the girl wearing them. Generally the moms are making them, though non-crafty folks can also hire someone to do it. I have been exposed to the tradition but still don't really understand *why*, so the following link probably better for that.
