I don't know the neighbors at all, so I'm neutral. My only impression of them is that they apparently are deliberately evading not only Virginia property taxes but also Virginia car registration rules. That's a lot of revenue cheating.

They're renters. I really don't care about poisoning that well.

I give you credit OP for thinking of ethics on your part when your neighbors clearly are beyond doing so. People who do not pay their taxes are ones that think they are entitled to do or be something different than the rest of us. They believe they are better than everyone else. I can't know for sure of course but I am willing to bet that OP's neighbors do not care one bit about ethics.[/quote]
