[b]I don't know the neighbors at all, so I'm neutral. [/b]My only impression of them is that they apparently are deliberately evading not only Virginia property taxes but also Virginia car registration rules. That's a lot of revenue cheating.

They're renters. I really don't care about poisoning that well.

I'm not emotional about this. I'm just trying to sort the ethics. I'm leaning towards reporting.
