The lottery idea will be cheaper and easier. [/quote] Watkins Mill IB can't be a good as RM IB (unless you make RM worse) because the students there are less capable. The only way to have a uniformly good programs is to have smaller class sizes and strict qualifications in the area with smaller capable cohort (not in budget) , or to let unqualified kids enroll but get bad grades (not politically acceptable).[/quote]
