The governor has no say over whether amendments get passed. Va Governors are unable to veto amendments and their signature is only ceremonial, it has no impact on whether it is passed or not. The requirements for a VA constitutional amendment are that it needs to be passed in the state legislature during two different years and then aprroved by a majority of voters. [/quote]
