Not really.  Strange thing about state granted privileges.  Once you have them, they cannot be arbitrarily or capriciously revoked.  There is a due process element at play.[/quote]

Yes.  It is.  Even the DOJ agrees it is unconstitutional to revoke a license without notice and an opportunity to be heard (with some narrow exceptions like DUI suspensions).
