There are no rules of engagement for the IDF. The black SUV was from one of clans(equivalent of the mafia) in Gaza. They work as a neutral party providing security and safe compounds for aid groups. They are independent low life criminals. They are used by the Israelis and Hamas.

These clan members are the armed ones shown in pictures riding on convoys of food aid. The pro Israeli groups will call these people Hamas and demand aid is cut.

The reason the IDF general was told not blow up the SUV was because the Israelis finally decided to allow the release of the hostages and not kill them when they are being freed. You have to remember the hostages are from the small liberal groups in Israel and Israelis view them as traitors. [/quote]
