Except HR isn’t supposed to manage, they’re supposed to support managers. And they don’t. Because they are lazy, or cowardly, and use the union as a scapegoat for their own ineffectiveness. The union isn’t the problem generally. Contracts are good, they provide certainty, but HR typically doesn’t even try to enforce the agreement with the union or provide managers with clear guidance. The unions just take all the heat when it’s really horrible management that is the problem.[/quote] +1. It's actually not that hard to fire an underperformer IF your management chain and HR support you. [/quote]
