What is Israel's path forward after these camps? Perpetual generations born in camps is unsustainable. If I were Israel I would set up a program and system for getting people out of the camps. An "earn your way out of the camp" if you will. It would entail certain things, such as background checks to prioritize based on whether the person had any prior involvement or allegiance to Hamas or other orgs, whether they had a prior record of anti-Israel terror or crimes, etc), psychological and sociological evaluation, signing a sworn statement pledging to never harm Israelis or the state of Israel, essentially going through a "deprogramming" course to undo decades of Hamas/PLO/etc propaganda and radicalization (yes, call it a "re-education camp" if that's what you want, I don't care) and biometrics. Concurrent with that, Israel should be going block by block in Gaza, clearing areas, repairing homes and businesses, and then relocating the cleared people back to normal life from the camps. Along with it, defining governance and a constitution, school system, hospitals, infrastructure, plus setting up government and police with robust oversight, for those who are allowed out of the camp, and not just leaving it up to the successors of Hamas. For those being resettled back out of the camp, make it clear that they must either continue on a path of completely peaceful existence, or be immediately returned to the camp, this time permanently. For those who follow a path of peace, after 20 years they become Israeli citizens, or allowed to resettle and become citizens of any country that would accept them. Those who don't agree to this stay in the camp. I believe something like this would sort out the question of "what about the innocent and peaceful Palestinians who want nothing to do with Hamas."
This is actually reasonable. Breaking the Palestinian cycle of perpetual reliance on charity and fervent devotion to terror is essential; their education system, public policy, and single-minded dedication to annihilating Israel must change if they want to improve their situation. 80 years of doing the same thing over and over, with the same lack of success, ought to have taught them something by now. Jordan, Egypt, and other neighboring Arab countries have figured out how to co-exist peacefully with Israel, there's nothing stopping the Palestinians from doing the same - they have been their own worst enemies but have the ability to change course if they choose to.
