He just started puberty. Boys grow 6 to 9 inches during puberty. Some grow more, but few grow less. He’s 5’4” At a minimum he’s gonna be 5’10” He could even be 6’1” So unless something stunts his growth, he’s most likely gonna be 6 feet tall
OP didn’t say he just started puberty, she said he was on the earlier side, which means he probably started a while ago and is well into it. Also, I’m pretty sure boys grow more than 6-9 inches during the total course of puberty, I’ve always understood it to be more like 10-12 inches. Puberty growth can last 5+ years though. OP, the biggest question is whether or not he has had a growth spurt yet. If he has, and he has other changes like body hair and voice changes, he is unlikely to be 6 feet. If he has had no growth spurt and still looks and sounds like a little kid, it’s possible, though still extremely unlikely based on parents’ heights unless you have other really tall family members.
+1 There will be exceptions but for both of my sons (who are totally different body types, hit puberty at different ages and are several inches apart in height), the general pattern has been more or less the same. 10-12 inches total, from around the time I noticed growth rate starting to accelerate (lasting 2-3 years). And once growth slows back to a low rate, height growth is almost done. Maybe 1-2 inches more. Body hair and voice changes somewhere in the middle to latter part of the growth spurt (but I think those things can vary a bit).
