Putting aside the legal issues, how would they actually do that?  People and companies send their federal taxes directly to the federal government.  They don’t go through the California state government first.  So how would California “withhold” it?[/quote] Exactly this. Individuals and companies owe the tax to the Federal Government. The State currently owes and pays nothing to the Feds.

A way to keep more overall tax dollars in Ca, would be for Ca to raise their state taxes, and then hope for unlimited SALT, so individuals would get a Federal deduction for the extra state taxes. Maybe push the State income tax to a flat 20%. That would fund high speed rail and reparations.[/quote]
