He is not a big thinker, he is not well read, he is incurious, he acts on impulse and "instinct" and he is highly susceptible to listening to anyone who seeks an audience with him (in this case Jon Voight) or whispers in his ear. The idea of imposing tariffs on foreign movies appears to have been pitched to former President Donald Trump by actor Jon Voight and his manager, Steven Paul, during a meeting at Mar-a-Lago. Voight, named by Trump as a "special ambassador" to Hollywood, along with Paul and media executive Scott Karol, presented a proposal aimed at reviving domestic film and TV production. This proposal included federal tax incentives, tax code changes, co-production treaties, infrastructure subsidies, job training, and, in "certain limited circumstances," tariffs on foreign-made films. Shortly after this meeting, Trump announced on Truth Social his plan to impose a 100% tariff on movies produced outside the United States, citing the decline of the American film industry and national security concerns.
