The fact that the administration brought up Fulbright makes me think that they are targeting middle to upper middle class, mostly white, educated women. These are the main types that are skipping or delaying children. The largest families I know are immigrant families and I don’t think that is what the administration wants. [/quote]

A little late.  They already crapped on Fulbright Scholars and Scholarships.  The motivated types that would win these types of awards have already moved on to pursue other opportunities.  Unfortunately they damaged the Fulbright program.  For what gain?  who knows but that is what the voters wanted.  Fulbrights are not as desirable as they were before Trump chewed them up and spit them out.[/quote]
