They manage these pools for the public and they are heavily used by the entire community. That's what this budget is for. There are also some fees charged to use the pools which offsets the expense, which you have conveniently left out. Just like all the school nurses embedded in your school are actually paid for by the County public health department. Lots of examples of sharing of costs between the two entities on behalf of the community. Cutting your kid getting bused to the pool for a couple days is not some big cost savings.
