There are a lot of such hard working Feds. But I also know of many who do not put in the effort, among the people I know it is like two don't work for everyone who does. So there is a lot of waste. If you had thoughtful people trying to figure out how to save money, you wouldn't find it strange to look at how much $$$ goes to 3rd parties and make sure those contracts make sense. The problem is you don't have thoughtful people, so it's cancel all contracts...see what breaks, and then make panic calls to please come back and make things work again. Hence what you are seeing with the FAA right now. The bigger issue is who is going to want to contract with the government going forward without requiring a large up-front security deposit and immediate payment upon delivery? You would be crazy to offer terms on anything knowing that you might be stiffed for things you already delivered.[/quote]
