Even supporters of the H1B program admit it is generally abused to bring in lower-paid, perfectly average foreigners. They want to get rid of the lottery system and implement a true merit system where companies have to show a need in truly advanced areas and applicants have to show they have those very unique skills. They all say if you move to this kind of system there are plenty of H1Bs available because probably 75% of the current holders would never qualify under the new system.
DCmoms have little knowledge on the skilled workers category. There are artist visas for the art community, there are EB1 for extraordinary abilities or specialized skill, there are also visa for people from EU or Japan to just randomly come over to work/intern. The problem with H1 is the fraud and abuse.
