They have money, they have statutory obligations to meet, they are open for business. In what world does a CR mean the POTUS can lay off an agency? [/quote] Moreover, they have no idea what will be in the next funding bill. If the White House wants to defund foreign aid, they can wait for Congress to do it. They don’t get to start the process early before a budget is passed.[/quote]
