There were a lot of employees disgruntled over their high salaries and the fact that they could hire more people when critical programs couldn’t. But damn. That opm memo is a bloodbath. My guess is it’s to work out issues such as distinguishing between which offices also handle EEO and other responsibilities so they make sure they leave staff for those types of duties and don’t give the optics to the courts or the public that they’re eliminating these duties.
