A private business is not responsible for providing bathrooms and refuge for homeless people. They might choose to do it, and Starbuck has chosen to do it for the last 7 years, but if it continues it could put them out of business so they have to stop. But that doesn't mean that the city can't provide those services to the homeless, in fact, that's who should do it. Anyway to be honest most of the non-paying customers I see at Starbucks are not homeless. Sometimes but not usually. Most of them are young people looking for a place to hang out. Which again, we as a society should definitely provide. But Starbucks, again, is not required to serve as a teen hangout or a social club for 20 somethings who have no interest in purchasing coffee.
