[/quote] Yes, because at least two of the five citywide Council seats (chair and four at-large) must be filled from outside the city's majority political party (Dems), per the Home Rule charter. So you have some who are forced to run as Independents even though they are stalwarts of the Democratic (Silverman, Henderson, etc) or Republican parties (Catania). You need to try harder.
