Christmas is a federal holiday in the US, so by definition, it has at least some meaning to every American. If you are Christian, it is the holiest day of the year. A lot of families who are not religious still treat it as a major holiday with decorations, gifts, etc. People who are Jewish or otherwise non-believers in Christ treat it as a day to go to the movies or otherwise spend time with families. So personally, I wish everyone Merry Christmas and they can take it however best suits their own life.
So you have a need to insult. Just say it. Don't hide behind that because it is a federal holiday, then "it has at least some meaning to every American." I mean, do you wish "Happy [Federal Holiday]" throughout the year? I was raised in a fairly non-religious household, though both my parents, especially my mom, had been regular church attenders in their youth. They spent a lot of time in Sunday school so were quite acquainted with Christian teachings and we were certainly raised that way, even if their pedagogy may have been more secular in nature. So you would do unto others as you would want them to do unto you. That means act with kindness, not insist on saying "Merry Christmas" to all in order to bully them to reply in same.
