GSA has been consolidating already for years, especially giving up leases (more are leased than you probably think). The newer GSA-owned ones are [b]not designed to accommodate the entire population at once[/b].

Isn't the purpose to cut a significant percentage of feds?  Why do they need the entire population?[/quote]
